SVHCs in Europe: an overview
A substance has been added by ECHA to the Candidate list of Substances of very High concerns (SVHC) for authorization due to its carcinogenic and mutagenic properties:
• N-(hydroxymethyl)acrylamide (CAS 924-42-5)You may have new legal information or notification obligations. Please note however that the SVHC lists for Great-Britain and Switzerland are not completely identical to the list in Europe. Furthermore, the obligation to notify SVHCs to the Agency according to Article 7(2) REACH applies both in the EU (to ECHA) and in Great Britain (to HSE) but has not been introduced in Switzerland.
1. Great Britain
All substances included in the SVHC list of the EU by 31/12/2020 have been included in the list in Great Britain.
Since then, the two lists evolved independently from one another, but their functioning is similar.
HSE (the Health and Safety Executive, the equivalent of ECHA in GB) prepares dossiers according to annex XV of UK REACH to identify new substances to be included. Then a public consultation invites interested parties to comment the information given before HSE makes its final decision regarding the inclusion of the substance on the candidate list.
An assessment has been done in Great Britain to evaluate all the substances that have been submitted for identification as Substances of Very High Concern (SVHCs) in EU REACH in 2021.
It concerns 2 substances that were added to the EU Candidate List in January 2021, 1 substance that is awaiting a decision by the EU on its SVHC status and 8 substances that the EU proposed to identify as SVHCs in the consultation that took place during spring 2021.
For this exercise the substances were provisionally allocated to one of three groups:
• Group 1: Call for evidence and regulatory options management analysis (RMOA)
• Group 2: Possible RMOA but of lower priority
• Group 3: No action under UK REACH currently
Calls for evidence for the 4 substances of the 1st group will be hosted on HSE’s website at: https://consultations.hse.gov.uk/.

2. Switzerland
In Switzerland, it is annex 3 of the ordinance on the chemical products that contains the list of SVHCs. This list is continuously updated depending on the evolution in Europe. As of 1st February 2022, it contains 219 substances and group of substances against 224 for the EU list. Substances added to the SVHC list in Europe in January and June 2022 are not yet included.
